Shouldn't these calculations include nominal analogue blanking?

Strictly speaking (although it's debatable whether everyone follows these rules, even on commercial DVDS) only the central 704 pixels (or 702 pixels for PAL) of a 720-pixel wide video should be treated as the full width.
